
The Horizon institute is a multidisciplinary centre of excellence for Digital Economy (DE) research. The core mission of Horizon has been to balance the opportunities arising from the capture, analysis and use of personal data with an awareness and understanding of human and social values. The focus on personal data in a wide range of contexts has required the development of a broad set of multidisciplinary competencies allowing us to build links from foundational algorithms and system to issues of society and policy. We follow a user-centred approach, undertaking research in the wild based on principles of open innovation. Horizon now encompasses over 50 researchers, spanning Computing, Engineering, Law, Psychology, Social Sciences, Business and the Humanities. It has grown a diverse network of over 200 external partners who are involved in ongoing collaborative research and impact with Horizon, ranging from major international corporations to SMEs, from a wide variety of sectors, alongside government and civil society groups. We have also established a CDT in the third wave of funding that will eventually deliver 150 PhDs. Our critical mass of researchers, partners, students and funding has already led to over 800 peer-reviewed publications, composed of: 277 journal articles, 51 books and book chapters, and 424 conference papers, in a total of 15 different disciplines. Over the years Horizon's focus has evolved from an emphasis on the collection and understanding of personal data to consider the user-centred design and development of data-driven products. This proposal builds on our established interdisciplinary competencies to deliver research and impact to ensure that future data-driven products can be both co-created and trusted by consumers. Core to our current vision is the idea that future products will be hybrids of both the digital and the physical. Physical products are increasingly augmented with digital capabilities, from data footprints that capture their provenance to software that enables them to adapt their behaviour. Conversely, digital products are ultimately physically experienced by people in some real-world context and increasingly adapt to both. This real-world context is social; hence the data is social and often implicates groups, not just individuals. We foresee that this blending of physical and digital will drive the merging of traditional goods, services and experiences into new forms of product. We also foresee that - just as today's social media services are co-created by consumers who provide content and data - so will be these new data-driven products. At the same time, we are also witnessing a crisis of trust concerning the commercial use of personal data that threatens to undermine this vision of data-driven products. Hence, it is vitally important to build trust with consumers and operate within an increasingly complex regulatory environment from the earliest stages of innovating future products. Our user-centred approach involves external partners and the public in "research-in-the-wild", grounding our fundamental research in real world challenges. Our delivery programme combines a bottom-up approach in which researchers are given the opportunity (and provided with the skills) to follow new impact opportunities in collaboration with partners as they arise (our Agile programme), with a top-down approach that strategically coordinates how these activities are targeted at wider communities (our Campaigns programme, with successive focus on Consumables, Co-production and Welfare), and reflective processes that allow us to draw out broader conclusions for the widest possible impact (our Cross-Cutting programme). Throughout we aim to continue to develop the capacity in our researchers, the wider DE research community and more broadly within society, to engage in responsible innovation using personal data within the Digital Economy.
The Cities of Culture Research Network: Turning Evaluation into Policy, brings together representatives of all Cities or Capitals of Culture research and evaluation programmes that have taken place in the UK. Cultural mega-events like the European Capital of Culture (ECoC) and the UK City of Culture (UKCoC) can be effective as catalysts and accelerators for culture-led urban regeneration strategies, through a focused and intensive programme of cultural activities. There are many evaluation studies about the impacts of City of Culture programmes, but they do not explore their medium and long-term effects on a shared UK-wide basis. Furthermore, they are not systematically used for policy development, which is a central issue that this project aims to explore. The proposed research network creates an interdisciplinary space where academics, postgraduate researchers and local, national and international policy makers can pursue a better collective understanding of the Cities of Culture initiative, whilst specifically exploring the conditions and procedures required to create productive links between evaluation and new policy development. The network includes all (European) Capitals, (UK) Cities and (London) Boroughs of Culture projects delivered by cities within the UK. The network will also connect UK researchers with their European counterparts in Aarhus (Denmark) and Galway (Ireland), allowing the network to benefit from insights into culture-led regeneration practices elsewhere in Europe. Network membership will consist of a core group of researchers, evaluation professionals and national and international policy representatives, along with an associate group consisting of academics, local policy makers and other interested bodies. The project will also establish a forum for postgraduate scholars researching the Cities of Culture initiative within partner universities and beyond. The network programme consists of three events. The first is a colloquium, bringing together all network groups to identify challenges, barriers and opportunities for turning collective Cities of Culture research evidence into policy. The second is a two-day specialist workshop where the core group will examine issues raised in greater depth. In the final colloquium, attended by all groups, the outcomes of all events will be examined, leading to the production of key recommendations for effective knowledge exchange between City of Culture researchers and policy makers in the future. The project will result in a website, three summary reports and one key recommendations document. Outcomes will be disseminated via the website and through the professional and academic networks of project members. The outcomes of the network will also be published in a professional magazine, such as Local Government Association First and as an academic paper in a leading cultural policy journal such as the International Journal of Cultural Policy or Cultural Trends.
This project will be the first to develop a theorisation of care in the cultural industries by holistically considering the interrelations between production, participation and policy in the UK's reality television (RTV) sector. RTV is a significant and highly controversial site of media production that has rapidly expanded over the last two decades with an increasing share of the UK's £1.48bn global TV export market. High profile concerns around mental health risks have led to changes to Ofcom's Broadcasting Code around improved welfare for participants, whilst broadcasters increasingly understand a need for the continued evolution of care practices across the sector. Most policy and industry initiatives have thus far focused on risk management around mental health concerns for individual participants, without any interrogation of the broader contexts of cultural labour and working practices. This project will use a cultural industries approach (Hesmondhalgh 2019) to investigate how care is understood and experienced across reality television by asking four overarching research questions: 1. Production. How is care understood, mediated and practiced by different workers across reality television production? 2. Participation. How should the working experiences of participants inform our understanding of care in RTV? 3. Policy. How is care understood, inscribed and implemented in policy and industry decision-making? 4. Care. How can the analysis of care be incorporated into theorisations of cultural labour in the creative industries? A large programme of qualitative empirical research across four work packages will include policy analysis, media tracking, and qualitative interviews with a diverse range of key stakeholders. The research will centre the previously overlooked experiences of production workers and non-professional participants alongside contemporary policy debates and public concerns around duties of care. The findings will be synthesized and analysed using a feminist theoretical model of care (Tronto 2013, Held 2006) to develop new insights into the interrelationships at work across RTV's media ecology in the UK. Our investigation into how care is mediated and practiced within cultural production will have wide application across academic scholarship and the creative industries. The project will work with the co-operation of all the UK Public Service Broadcasters (BBC, ITV, Viacom/Channel 5 and Channel 4) and three key project partners. We will be partnering with BECTU, the media and entertainment workers' union, in order to understand how care is implemented in production, which will inform the creation of a report and training materials. We will be partnering with Equity, the trade union for creative practitioners, to listen to participants' voices, understand their needs, and to consider whether and how they can be formally recognised as cultural workers. This will lead to the production of a video for would-be participants which informs them of their rights and helps them to negotiate the complex terrain of RTV production. We will be partnering with the DCMS select committee to integrate findings from production, participation and policy, both to consider the current protections in place and to propose future policy recommendations. In order to generate a dialogue between our analysis of working practices and concerns around mental health, we will consult with the Chair of the British Psychological Society's Media Advisory Board (Prof John Oates) to understand how our findings can support developments around mental health protections, which will also inform our report to the DCMS select committee. The empirical knowledge produced by this project has transformative potential for re-conceiving care in RTV production, whilst the new theoretical framework, derived from careful empirical analysis, will offer a far-reaching academic agenda for care in the creative industries more widely.
Effective mitigation of the coronavirus health crisis partly depends on trust that the measures which are being imposed are worthwhile, and that the people who have decided them are trustworthy. Such basic trust has come under pressure over time, partly as society has become more questioning, and more recently through the spread of conspiracism online. There is some evidence of online actors exploiting the current emergency to generate distrust and undermine vaccine confidence. Widespread sense of insecurity - whether health-related, or due to economic hardship - may also sharpen distrust of authority. Undermining of public trust may inhibit return to stronger lockdown measures, the management of exit from lockdown, rollout of testing and contact tracing, and introduction of vaccination programmes. Governments and public health bodies accordingly need high-quality evidence on the sources of distrust and noncompliance, and on the health and public security threats posed by the dissemination of conspiracism. We will analyse whether endorsement of conspiratorial accounts of the pandemic undermines trust and compliance, or whether the relationship works the other way around. This will be delivered through robust analysis of new, high-quality survey data tracking both those who endorse conspiratorial views and those who do not over the coming months. Subject to their agreement, we will also sample respondents' posts from a popular microblogging service, to track their online information sharing against their reported attitudes, identities and behaviours.
