
PALAEMON proposes the development and evaluation of a sophisticated mass centralised evacuation system, based on a radical re-thinking of Mass Evacuation Vessels (MEVs) combined with an intelligent ecosystem of critical components providing real-time access to and representation of data to establish appropriate evacuation strategies for optimizing the operational planning of the evacuation process on damaged or flooded vessels. The intelligent ecosystem of PALAEMON incorporates innovative technologies for sensing, people monitoring and counting and localisation services as well as real-time data during accident time. These will be integrated into an independent, smart situation-awareness and guidance system for sustaining an active evacuation route for large crowds, making emergency response in EU passenger ships more efficient. Continuous monitoring and permanent control will enhance the capacity to detect, prevent and mitigate any issue and potential harm arising from physical and/or man-made accidents and disasters. The proposed ecosystem will include the new IMO standard for data exchange-VDES. Since maritime disasters in recent years are a stark reminder of the imperative need for timely and effective evacuation of large passenger ships during emergency the aim of this project is to maximize the effectiveness of passenger evacuation, during an emergency and/or a serious incident, from large Cruise and RoPax ships by combining the expertise of stakeholders from the field of cruise ship manufacturing, large cruise ship operators, classification societies, sensor and technology organizations, with a multidisciplinary group of innovators (incl. innovative start-ups, consolidated SMEs in the smart ICT domain, experts in the ship evacuation domain from research institutes, international networks in maritime and key industry drivers. MEVs prototypes will be validated in controlled enviroment and the smart evacuation ecosystem will be demostrated in two use cases.
ARESIBO aims at improving the efficiency of the border surveillance systems by providing the operational teams and the tactical command and control level with an accurate and comprehensive information. The pillars of research in ARESIBO are three-fold: 1. Set-up a complete configuration at tactical and execution level to optimise the collaboration between human and sensors (fixed and mobile), 2. Improve situation awareness by enhancing the understanding of the situation through adapted processing of sensor data, correlation between heterogeneous data and information and creation of knowledge through deep learning techniques and 3. Create a situation awareness capability at C2 level that will combine reports on previous missions, real time situation understanding and threat analysis for future actions. This capability will be used to optimise the operations (teams deployment and sensor positioning) as well as an online briefing tool for the teams that will be able to access to the results of the previous missions while in the field. ARESIBO integrates research activities in the domain of 1. surveillance platforms (air, ground, surface, underwater) to optimise the collaborative capabilities of the platforms and their positioning (between themselves and with the teams), 2. Sensor processing to interpret, fuse and correlate all the data to produce information and knowledge and 3. Augmented reality techniques to elaborate and provide to the operators a situation awareness picture which is fit for their missions (minimum information for maximal understanding) both as team level and tactical C2 level. The ARESIBO system will be developed incrementally during the 3 years with two major versions that will lead to sub-versions for land and maritime borders. The system will be tested and assessed in 1. a controlled environment enabling testing at any time without pre-requisite authorisations and 2. in real conditions in Finland, Greece, Romania and Portugal for the 2 versions.
PANTHEON will design and develop a Community based Digital Ecosystem for Disaster Resilience utilising Smart City Digital Twin (SCDT) technology and leveraging new and emerging technologies and innovations to improve risk assessment, reduce vulnerability, and building community disaster resilience. The aim is to enhance the operational capabilities of CBDRM (community based DRM) teams, by: a community based smart city digital twin environment with components used for simulations, training and evaluation of the behaviour of sub-systems, threats and human factor; an early Detection and Situational awareness environment enabling authorities and FR and SR (first and second) even in complex, remote and demanding locations; an integrated intelligent subsystem, by the utilization collaborative sensing from earth observations and swarms of UAVs optimized to autonomously perform UAV-assisted operations throughout all disaster phases. PANTHEON platform and technologies will be combined with IoT infrastructure, multi-source data (satellite and in situ data, social networks, historical data) to create a tool for assessment of risks, vulnerability and capacity assessment; disseminate and inform decision makers and the public for risks during disasters; engage citizens and stakeholders in the disaster resilience building and share knowledge and best practices; identify vulnerabilities and implement policies, strategies and plans to eliminate future disaster costs; enhance collaboration among people at the local level; promote the conduct of comprehensive surveys on multi-hazard disaster risks and the development of regional disaster risk assessments and maps, including climate change scenarios; promote and enhance, through international cooperation, including technology transfer, access to and the sharing and use of non-sensitive data and information; SCDT will enable collective community behavior into the assessments of exposure to urban multi-hazards across time and space.
