    In the face of climate change, events like COVID-19 crisis with high impact in specific sectors demonstrated the importance of resilient societies. As such, it is vital to act with a level of urgency for climate change related impacts to health sector that are proportionate to the scale of the threat, be prepared and informed on the basis of the best-available science, and practise clear and consistent communications to all those involved. Therefore, in MOUNTADAPT, various regional and local authorities and community members will take the leadership to co-design, co-develop and test eleven state of the art climate adaptation solutions across the mountains biogeographical region, in Austria, Slovenia, France and Romania. A diversity of actors of the health system will also collaborate throughout the project to demonstrate the replicability of the solutions in a diversity of settings: within the Alpine mountains in Romania, outside Europe in the Pyrenees in Andora and beyond, in the continental area in Germany. MOUNTADAPT will develop robust models to better understand the impact of climate change on health (PR1). The project will cover the whole chain of response to a climate induced health emergency with monitoring tools (PR2) that will be directly linked to short term forecasts to communicate warnings (PR3) to the relevant stakeholders. An emergency management tool (PR4) will finally support health systems to optimally organise staff in crisis time. This will be supported by guidance for transforming the health system (PR5) and empowered actors with the training courses for healthcare professionals and awareness raising campaigns for citizens (PR6). Detailed monitoring protocols and impact assessment frameworks (PR7) will allow for a continuous evaluation of a range of adaptation solutions during and after the project, providing incentive for their implementation. Finally, MOUNTADAPT will provide a full guide (PR8) for the implementation of its adaptation solutions, boosting their replication in new territories and will provide feedback to the Health Emergency Preparedness and Response Authority.

    Nature-based solutions (NBS) are considered essential to solving the climate crisis. They have the potential to simultaneously address climate change, biodiversity loss and human wellbeing and development, by providing different ecosystem services. However, the typically small size of NBS projects, the difficulties to measure and monetize their co-benefits as well as the long time frame for investment returns and the risk profile, undermine their attractiveness for funding. In comparison to NBS alone, the combination of NBS and ecosystem-based approaches, physical measures and technological measures is able to provide measurable outcomes quicker, reducing the risk profile and facilitating faster implementation and long-time maintenance, broadening opportunities for ecosystem innovation and increasing investment attractiveness. Aiming for bankability-by-design, RISE-IN will assess a set of climate resilient solutions (CRS), including NBS and ecosystem- based approaches and physical measures, by mapping and quantifying their co-benefits and identifying innovative financing and investment opportunities accordingly. Co-creation and participatory processes with local stakeholders, including investors and businesses, will enable the screening of the most adequate solutions for each site, in terms of functionality and funding and within a framework of just resilience. The assessment will be complemented by 3 climate risk assessment models that will reduce uncertainty regarding risks associated with extreme events, water run-off and capital loss. RISE-IN will demonstrate this concept for flood management (most costly type of disaster in Europe) in Cesena (IT), Christchurch (NZ) and Póvoa de Varzim (PT). RISE-IN demonstrations will be further tailored for replication in Ghent (BE), Zhytomyr (UA), Kadikoy (TR) and in 3 additional sites of Demonstrator Cities (Demo Cities) to prove the impact of the concept to facilitate bankability and upscale implementation across EU and Internationally.

    In "MICADO: Migrant Integration Cockpits and Dashboards", experts from public administration, migration research, and IT create an EU-wide applicable business intelligence solution in support of migrant integration, and pilot it in Antwerp, Bologna, Hamburg, and Madrid. The solution leverages existing and new data to design attractive digital services for three user groups: 1) public authorities for labour, health, education and housing, 2) engaged civic society, and 3) migrants and refugees. Added value is generated by a) delivery of customized information and services via user-centric interfaces (dashboards, cockpits); b) gathering of data consensually provided by migrants and helpers in their cockpits; c) creation of strategic operational knowledge through data analysis and visualisation; and d) direct communication and data exchange between involved stakeholders and institutions. Key technical innovations are chatbot language interfaces and automatic translation services for the migrants' cockpit, which facilitate access to integration services, communication with authorities, and data acquisition. Besides the technical solution, MICADO creates in local co-design sessions a universal service package, e.g. location and activity mapping, personal profiling, or matchmaking for mentors, jobs, education, etc. The workplan ensures extensive demand analysis and co-creation with user groups in the pilot locations. This identifies common challenges for the concept convergence phase, which produces the requirements for technical design and development. A resulting “universal” MICADO solution has monitored pilot implementations in the four cities, results of which are fed back into final iterations of technical development of the project partners. In the final project phase, co-development activities with local communities and institutions ensure uptake and local adaptation of the basic MICADO solution, and initiate context-specific modifications.
