The Ethiopian government decided to differentiate the higher education sector. Out of 44 universities 15 universities were defined as universities of applied sciences (UAS). Since there is no experience on UAS in the country the FAITH Project has approached EU partners interested to work with the Ethiopian Ministry of Education to build a framework for the UAS sector and to work on an Ethiopian UAS model. The overall objective is to contribute to the regional economic and social development and to increase the employability of the graduates. The specific objectives are•Ethio-EU UAS partnerships •Adjusted lessons learnt from EU as toolboxes •Tested and piloted toolboxes •A training institute to accommodate the knowledge and expertise•Optimized “the toolboxes” Activities are wrapped into work packages. The project partners work in tandems to adjust, implement and pilot lessons learned from the EU partners. Dissemination activities use social media to inform stakeholders. Papers and presentations at conferences inform national and international communities. The National Academic Digital Repository of Ethiopia (NADRE) hosts all products as open access licensed by CC-BY-NC-SA. The training institute accommodates a pool of trainers and the digital products.Quality management provides internal control and external auditing. This project aims to develop systemic analysis of skills shortages in the 5 EU countries (France, Germany, Italy, Poland, Lithuania) and 6 non- EU countries (Turkiye, UK, Norway, Noth Macedonia, Ukraine, Ethiopia) in the context of the global workforce migration by providing research-based evidence on the nature and development of skill shortages as well as on the potential of different skills partnerships to tackle these shortages in the countries of origin and destination of migrants. There are four main objectives of research (serving as a basis for the corresponding work-packages) which contain different sets of research questions and activities: 1. Designing of the shortage model for recruitment of skilled workers in the countries of destination (1st group), transition countries (2nd group) by referring to the agency of existing skill partnerships in these countries. 2. Evaluation of the labour market in analysing matching needs and shortages of skilled workforce in the countries of origin compared to the countries of destination and transition countries. 3. Surveying skilled migrant workers in the countries of destination and origin (returned migrants). This survey seeks to provide the perspective of migrants to the above discussed questions of research. 4. Analysis of conditions which influence positively or negatively local development processes vis-à-vis foreign upskilling and recruitment in the destination countries, as well as the conditions which lead to domestic institutions of the origin countries to capitalize on the positive effects of migration for skill development of their population. 5. Preparing a toolkit for implementation and development fo skill partnerships between the countries of origin and destination in order to enable and facilitate sustainable and fair investments in skills and dealing with the challenges of skill shortages and migration by preventing skill losses and brain drain.
