
While there are different teaching materials for adult education in big states, there is a lack of such teaching and learning materials in the European small states. The aim of the strategic partnership is to create teaching materials for adult education in formal settings or informally. For this purpose, the Erasmus+ partnership brings together academic representatives of European small states below 1.5 million inhabitants. All of the 10 countries that meet this definition, participate in the partnership. The Liechtenstein Institute manages the network. The other partner countries are (in alphabetical order) Andorra, Cyprus, Estonia, Iceland, Luxembourg, Malta, Monaco, Montenegro and San Marino. The situation in these (very) small European states is very different. There is a wide geographical range, differences in language and culture, in neighbourhood and regional cooperation, in the political system, in social life, in migration and integration, in economic and cultural development and challenges, in employment, labour migration and so on. The strategic partnership focuses on the situation in the various European small states by comparing them along various topics. The result will be presented in PowerPoint presentations that can be used in adult education courses. Adult education institutions in small states do not have the resources and academic capacity to produce appropriate and high quality teaching materials themselves. Close cooperation between academic and adult education institutions therefore is necessary. The strategic partnership consists of one person and their affiliated institution per partner country as the national contact and national coordinator. For each partner, a second person with expertise on the specific topic of a meeting takes part. These persons may vary depending on the main topics of a meeting. Representatives of local adult education institutions are actively involved. They are invited to the meetings, and a public lecture on European small states or another event is organised by the local partner in cooperation with an adult education providers. On these occasions, the suitability of already developed teaching materials can be tested and the response helps to improve the final version of the teaching materials. Teaching materials are made available open access from the project website and from other platforms in the long term (EPALE, MOOC). The project website is managed by the Liechtenstein Institute as the project coordinator. The strategic partnership of European small state experts and the local cooperation with adult education providers raises awareness of the special situation of European small states, their common problems and challenges, but also their differences in history, culture, politics and many other aspects. It gives impulses to adult education courses on European small states, raises awareness of the specific situations of European small states, and it helps to better understand how small states work, what their needs are, and how they fit into a world of states with different sizes.
