Project Ô intends to demonstrate approaches and technologies to drive an integrated and symbiotic use of water within a specific area, putting together the needs of different users and waste water producers, involving regulators, service providers, civil society, industry and agriculture. The project seeks to apply the pillars of integrated water management (IWM) as a model for “water planning” (akin to spatial planning) and to demonstrate low cost, modular technologies that can be easily retrofitted into any water management infrastructure at district/plant level, hence enabling even small communities and SMEs to implement virtuous practices. Technologies and planning instruments complement each other as the first make possible the second and the latter can provide as example or even prescribe the former (and similar technologies allowing virtuous water use practices). Indeed the technologies support the regulators in implementing policy instruments, as foreseen by IWM, for convincing stakeholders (like developers and industry) to implement water efficiency strategies and could include instruments for e.g. rewarding virtuous behaviours (for example: advantageous water tariffs), planning regulations that award planning consent more swiftly or even prescribe the use of water from alternative sources (including recycling). Project Ô has in summary the overall objective of providing stakeholders (everybody using or regulating the use of water in an area) with a toolkit that enables them to plan the use of and utilise the resource water whatever its history and provenance, obtaining significant energy savings in terms of avoided treatment of water and waste water and release of pressure (quantity abstracted and pollution released) over green water sources. This overall objective will be demonstrated in up to four sites each in different Countries of Europe and in Israel, involving industries, aquaculture and agriculture as well as local authorities of different sizes.

High quality public services constitute the backbone of citizens’ social welfare and are also essential to a region’s competitiveness and business entrepreneurship. Delivery of high quality public services is instrumental so that society and its economy can function. Despite this, the future provision of public services faces significant social challenges, as stated in H2020 “Understanding Europe - Promoting The European Public And Cultural Space”. Key challenges include those due to demographic change and others, related to the EU´s continued search for a model of advanced economic and social development compatible with demands for competition in a globalized economy. All of these longer-term challenges mean that public service provision must be reinforced on the basis of more and better innovation, and greater efficiency and productivity. CITADEL will create an ecosystem of best practices, tools and recommendations to transform Public Administrations (PAs) via an inclusive approach in order to provide stakeholders with more efficient, inclusive and citizen-centric services. The CITADEL ecosystem will allow PAs to use what they already know and new data to implement what really matters to citizens in order to shape and co-create more efficient and inclusive public services. CITADEL innovates by using ICTs to find out why citizens stop using public services, and use this information to readjust provision to bring them back in. Also, it identifies why citizens are not using a given public service (due to affordability, accessibility, lack of knowledge, embarrassment, lack of interest, etc.) and, where appropriate, use this information to make public services more attractive, so they start using the services. CITADEL will be implemented and validated in four use cases in Latvia, Italy, The Netherlands and Belgium.

Europe is facing major economic challenges that require an ambitious economic policy for the 21st century. The EU has set out its vision for Europe's social market economy in the Europe 2020 strategy, which aims at confronting our structural weaknesses through progress in three mutually reinforcing priorities : • smart growth, based on knowledge and innovation, • sustainable growth, promoting a more resource efficient, greener and competitive economy, • inclusive growth, fostering a high employment economy delivering economic, social and territorial cohesion. MANUNET III, as a continuation of MANUNET II, is aligned with the European priorities and pretends to create a smart sustainable growth in the European manufacturing sector by coordinating the research and innovation efforts in the field of advanced manufacturing with a special focus in the key areas of new production processes, adaptive manufacturing systems and technologies for the factory of the future. The project will also reinforce the territorial cohesion through an extended collaboration network. The consortium pretends to respond to the actual economic crisis by promoting the transnational research, innovation and entrepreneurship in the industrial sector, especially in the SMEs, which are the backbone of Europe's economy. Through this strategic and integrated approach to innovation in advanced manufacturing, MANUNET III pretends to maximise European, national and regional research and innovation potential.
