    PCP-WISE aims to customize/pre-operationalize water management innovations from space for European climate resilience via pre-commercial procurement (PCP). The project, spanning phases from solution design to field validation, targets TRL 8. It addresses water-related crises (floods, fires, infrastructure impacts) using space and Earth Observation data. Objectives include common operational information products, interoperability mechanisms, and an active user network. With climate change impacting water availability and distribution, PCP-WISE seeks to enhance EO-based information for better regional water management, promoting resilience across EU borders. It focuses on local dynamics in water availability and aims to anticipate extreme climate conditions through an integrated water intelligence system. The project's significance lies in its potential to mitigate water-related crises, driven by a unified water taxonomy and Earth observation-based modeling. Through comprehensive research and development solutions, PCP-WISE aims to boost adaptation across the EU, targeting stakeholders in water management, environment, first responders, cities, and agriculture. The project's objectives are designed to adress business, technical, economic, and policy goals. Key results include capacity-building efforts, climate-related inputs, stakeholder engagement, and the dissemination of innovative solutions to advance water resilience both locally and globally.

    PANTHEON will design and develop a Community based Digital Ecosystem for Disaster Resilience utilising Smart City Digital Twin (SCDT) technology and leveraging new and emerging technologies and innovations to improve risk assessment, reduce vulnerability, and building community disaster resilience. The aim is to enhance the operational capabilities of CBDRM (community based DRM) teams, by: a community based smart city digital twin environment with components used for simulations, training and evaluation of the behaviour of sub-systems, threats and human factor; an early Detection and Situational awareness environment enabling authorities and FR and SR (first and second) even in complex, remote and demanding locations; an integrated intelligent subsystem, by the utilization collaborative sensing from earth observations and swarms of UAVs optimized to autonomously perform UAV-assisted operations throughout all disaster phases. PANTHEON platform and technologies will be combined with IoT infrastructure, multi-source data (satellite and in situ data, social networks, historical data) to create a tool for assessment of risks, vulnerability and capacity assessment; disseminate and inform decision makers and the public for risks during disasters; engage citizens and stakeholders in the disaster resilience building and share knowledge and best practices; identify vulnerabilities and implement policies, strategies and plans to eliminate future disaster costs; enhance collaboration among people at the local level; promote the conduct of comprehensive surveys on multi-hazard disaster risks and the development of regional disaster risk assessments and maps, including climate change scenarios; promote and enhance, through international cooperation, including technology transfer, access to and the sharing and use of non-sensitive data and information; SCDT will enable collective community behavior into the assessments of exposure to urban multi-hazards across time and space.

    The ILEAnet project will set up and develop a sustainable network of Law Enforcement Agency (LEA) practitioner organisations from all over Europe. The mission of this network will be to stimulate LEA capabilities to influence, develop and take up research, development and innovation (RDI) that is useful and usable for LEAs, and thereby help them to tackle the major challenges they face. The network will be organised around ILEAnet National Contacts (INCs) who will be in charge of federating the respective networks of practitioners, policy makers, academics, industrial players and other RDI stakeholders in their respective countries. ILEAnet will also operate as a community of people with a common interest in exchanging and collaborating with respect to LEA challenges and needs and LEA-centred RDI. Whilst the organisational ILEAnet Network will be focused – “top-down” - on specific challenges, the ILEAnet Community of people will contribute “bottom-up” ideas to produce innovative approaches to face newly arising challenges. An online community platform will enable professional social networking and mutual online assistance related to new solutions and best practice to address LEA challenges. The platform will support online and physical meetings and discussions, and will provide the infrastructure for efficient knowledge management. Synthesising top-down approaches and bottom-up ideas in iterative survey-organise-brainstorm-analyse-propose-discuss-poll processes, ILEAnet will build up a broad portfolio of RDI results and new RDI project concepts, and will deliver recommendations for future RDI policies. ILEAnet will hence catalyse innovation between LEAs and between LEAs, academics and industry. This will enable LEAs not only to take up mature results but also to prepare and influence future RDI efforts which could be taken up by individual or groupings of organisations and countries as well as by European research funding programmes.

    The aim of the SAT2Rescue project is to strengthen the use of satellite communication by government institutions and non-governmental organizations, in particular in the areas of response to natural and man-made disasters, optimization of emergency services activities, and telemedicine in humanitarian aid. Infrastructure and services under the GOVSATCOM initiative will be used. As part of the project, a telecommunications satellite terminal will be built, which: • It is portable and mobile: compact dimensions, flat electronic antenna and rugged, durable form allow it to fit in a vehicle, boat or carry in a backpack. • It allows you to establish reliable communication (voice and data transmission), even in the absence of a cellular network signal or outside the range of a terrestrial radio communication system. • It is fully automatic: when turned on, it locates itself using GNSS (including Galileo), locks on to a satellite (in both geostationary and low Earth orbit) and controls the antenna to track it. It can also dynamically switch between satellites without interrupting the connection • Enables you to establish and maintain a connection even while on the move (e.g. while driving) • It is resistant to GNSS signal jamming and spoofing • Provides the ability to divide a single satellite communication channel into independent virtual networks (Software Defined Networking) Usage scenarios will be defined, including: mountain and sea rescue and rescue operations in urbanized areas after disasters. Application software will be developed for rescue operations management centers, providing a situational picture of the operation, integrating geoinformation and weather data, image data from the Copernicus system, and geotag data collected via the Galileo system. The system will be demonstrated according to usage scenarios.

    NOTIONES is a Latin lemma meaning “notions, ideas, investigations, cognisance” and therefore refers to “being informed”. The Call requires (a) to build a network of practitioners from security and intelligence services of EU MS & AC that has the objective (b) to support the needs of the security and intelligence services of the MS & AC for future security research programming. To address these requirements, NOTIONES consortium includes: (a) 15 practitioners from military, civil, financial, judiciary, local, national and international polices, coming from 9 EU MS and 6 AC. These practitioners, together with the other consortium members, grant a complete coverage of the 4 EU main areas: West Europe (PT, ES, UK, FR, IT, DE, AT), North Europe (FI, DK, SE, EE, LV), Middle Europe (PO, SK, UK), Middle East (IL, TR, GE, BG, BA, MK) for a total of 21 countries; (b) experts in security research programming. The NOTIONES’ S&T Coordinator is one of the 50 members of ESRAB and of the 64 members of ESRIF, the two Committees charged by the EC to outline its funding policy related to security research programming. In addition to that, the NOTIONES’ consortium includes 5 partners of PYTHIA and SOLOMON (Z&P, EXPSYS, ICSA, BDI, LESO), the two projects outlining the EDA/EC future defence research programming. The monitoring of technologies and the definition of requirements and recommendations for their industrialization will provide a great advantage to practitioners in the fields of intelligence and security. Through an iterative cycle, the output recommendations will be synthesized into specifications that can be provided to industry and academy across Europe, providing tangible benefits to those organisations engaged in intelligence and security. The results of the NOTIONES project, which has a lifetime of five years, will be presented to the broad intelligence community in workshops and conferences and will contribute to the definition of further security and intelligence research
