Carbon-Charge Increases and Retail Gasoline Prices in Canada: A Public-Data Reassessment

Abstract

This record contains the complete reproducibility archive for the study “Carbon-Charge Increases and Retail Gasoline Prices in Canada: A Public-Data Reassessment.” The study examines the short-run relationship between consumer-facing carbon-charge increases and monthly retail prices for regular self-service gasoline across Canadian jurisdictions. It combines an independently verified register of policy implementation dates and statutory charge changes with publicly available gasoline-price data from Statistics Canada Table 18-10-0001-01. The empirical analysis reproduces the original stacked event-study specification and implements a revised design addressing repeated-treatment contamination, unequal city weighting, pandemic-period sensitivity, alternative omitted periods, cohort heterogeneity, and inference with a small number of jurisdiction clusters. The treatment dose is measured as the tax-inclusive statutory gasoline-charge increase in cents per litre. The archive includes: original and cleaned public data; verified policy-event and tax-wedge registers; city-level and jurisdiction-level analysis datasets; R and Python replication code; original and revised model results; cluster-robust and wild-cluster inference outputs; permutation falsification diagnostics; robustness, influence, and sensitivity analyses; machine-readable tables and results; publication-quality figures; software-version records, random seeds, run logs, checksums, and documentation. The revised estimates show a positive monthly gasoline-price association around carbon-charge increases. However, pre-event equivalence is not established, results remain sensitive to the omitted pre-treatment period, and cohort estimates are heterogeneous. The findings should therefore be interpreted as evidence of a strong within-design association consistent with substantial short-run pass-through, not as a definitive causal incidence parameter. The retail-price outcome data are derived from the publicly available Statistics Canada table. Policy dates, rates, and tax treatments are based on official federal, provincial, and territorial legal and administrative sources. Restricted NRCan, Kalibrate, or other proprietary weekly observations were not used in the reported estimates and are not included in this archive.
