ADVOCACY WHITE PAPER Justification for Specialized Occupational and Environmental Medicine Consultation, Biomarker Testing, and Advanced Neuroimaging for Australian Special Boat Service or Commando Veterans and Military Fast Boat Operators Diagnosed with Traumatic Brain Injury or Post-Concussive Syndrome Prepared by Otto Maximilian Schutze RN CHPN California Registered Nurse, License Active Within the Scope of Practice Defined by the California Board of Registered Nursing (BPC §2725) In the Interest of Health Promotion and Global Health Advocacy Date: June 2026 NOTICE TO PROVIDERS AND READERS This document does not diagnose, prescribe, or direct treatment. It is prepared consistent with the California Registered Nurse's scope of practice, which includes health promotion, patient advocacy, and the provision of health-related education and counseling (California Business and Professions Code §2725). Patient advocacy — including safeguarding autonomy, acting on behalf of patients, and championing access to appropriate care — is recognized as a core competency of registered nursing practice.[1][2] This white paper addresses a global occupational health issue affecting military fast boat operators across multiple nations. The observations herein are offered in the spirit of international health promotion and do not constitute legal advice regarding Australian law, nor do they represent clinical recommendations for individual patients under Australian jurisdiction. All clinical decisions remain with the treating physician operating under the applicable Australian regulatory framework.
