
Frozen snapshot of the Adaptive Multilevel Digital Governance (AMDG) master dataset, comprising 111 government digital reform cases across 58 countries and 14 governance sectors, coded against three composite indices: the Digital Systems Maturity Index (DSMI), the Action Research Maturity Index (ARMi), and the Chaos Resilience Index (CRI). The dataset covers 555 coded metrics, with pipeline-human agreement of 0.94 (95% CI 0.90–0.97). All outputs are deterministically reproducible using np.random.seed(20251225).
