AMDG Dataset v1.4 — 111 Government Digital Reform Cases, 58 Countries (Frozen Snapshot, December 2025)

Frozen snapshot of the Adaptive Multilevel Digital Governance (AMDG) master dataset, comprising 111 government digital reform cases across 58 countries and 14 governance sectors, coded against three composite indices: the Digital Systems Maturity Index (DSMI), the Action Research Maturity Index (ARMi), and the Chaos Resilience Index (CRI). The dataset covers 555 coded metrics, with pipeline-human agreement of 0.94 (95% CI 0.90–0.97). All outputs are deterministically reproducible using np.random.seed(20251225). Snapshot date: 25 December 2025, 08:06 EET. Deposited as a supplementary data resource for SSRN Working Paper 6752564.
