Abstract

Mazkur maqolada fuqarolarning davlat va jamiyat ishlarida ishtirok etish huquqining konstitutsiyaviy mazmuni, uning demokratik boshqaruv, xalq hokimiyatchiligi, fuqarolik jamiyati va jamoatchilik nazorati bilan uzviy aloqasi ilmiy-huquqiy jihatdan tahlil qilinadi. Yangi tahrirdagi O‘zbekiston Respublikasi Konstitutsiyasi fuqaroga siyosiy jarayonlarning passiv kuzatuvchisi sifatida emas, balki davlat hokimiyatini shakllantirish, muhim qarorlar qabul qilinishiga ta’sir ko‘rsatish va davlat organlari faoliyatini nazorat qilish imkoniyatiga ega faol subyekt sifatida yondashadi. Maqolada ishtirok huquqining referendum, saylov, o‘zini o‘zi boshqarish, murojaat qilish, jamoatchilik nazorati, ochiqlik va raqamli muloqot mexanizmlari orqali ro‘yobga chiqarilishi yoritiladi. Kirish qismida Prezident Shavkat Mirziyoyev ilgari surgan “Xalq davlat idoralariga emas, davlat idoralari xalqqa xizmat qilishi kerak” tamoyili, “O‘zbekiston — 2030” strategiyasi va Konstitutsiyani amalga oshirishga oid siyosiy-huquqiy yangilanishlar asosida mavzuning dolzarbligi asoslanadi.
