World Bank Development Policy Operations — Prior Actions Database: 11,628 Prior Actions by Sector Code, Global Practice, Region, and FCS Status, FY2004–FY2024

Abstract

The World Bank Development Policy Operations (DPO) Prior Actions database compiled, sector-coded, and GP-mapped for analytical use. Covers 11,628 individual prior actions approved across all Development Policy Financing operations, FY2004–FY2024. Fields include: project ID, country, approval year, prior action text, sector code (BC, BG, BH, BZ and all others), GP classification, regional classification, FCS country flag, and instrument type. BC code (Central Government Central Agencies — macro/fiscal) identified as 34.1% of all prior actions, rising to 43.2% in FCS countries. MTI domain (BC + trade/investment codes) accounts for 39% of the total portfolio. Used as the primary data source for the prior action composition analysis in the DPO isomorphic mimicry paper.
