In the broadest term, co-operation is basically an economic system with social content and outlook. The concept of human resource development (HRD) in cooperative sectors is a recent phenomenon. Hence, it has remained neglected in the national psyche. Generally, co-operative institutions constitute to organizational elements namely business enterprise, and social institutions signifying associations of persons. The growth of non-agricultural co-operative sectors consists of two parts: (a) State Co-operative Bank and (b) State Industrial Co-operative Bank. The State Co-operative Bank federates District Central Co-operative bank at district level and the State Co-operative Bank at level of city having linkage with the urban Cooperative Banks primarily. Since March 22, 1996, Maharashtra State Urban Cooperative Banks (apex Urban Co-operative Bank) has been affiliated to urban cooperative banks and the employee’s co-operative credit societies, and the employees’ co-operative credit societies. State Industrial Co-operative Bank federates central Industrial Co-operative Banks.
