Abstract

La performance des universit��s marocaines a ��t�� profond��ment transform��e en quelques ann��es par les ��volutions qui ont touch�� l���ensemble du secteur public au Maroc, conduisant �� promouvoir et installer une v��ritable qu��te de la performance publique. Le d��veloppement d���une culture gestionnaire a conduit les universit��s Marocaines �� d��velopper des outils de mesure de la performance pour r��pondre aux nouveaux enjeux d��coulant de ces ��volutions. Cet article ��tudie l���impact des outils de mesure (Programmes et BSC) sur la performance des universit��s. Une d��marche m��thodologique d��couplant les dimensions de la performance et s���appuyant sur les programmes de la Loi organique relative �� la loi des finances N��130-13 (LOLF) et les axes du Balanced scorecard (BSC), une d��marche exploratoire utilisant l�����tude de cas multiples puis la recherche-intervention, contribue �� l'��laboration, dans une universit��, d���un syst��me de contr��le et de pilotage finalis�� par un Balanced Scorecard des universit��s et une carte strat��gique.
