
We develop a new physical framework for consciousness based on the interactionbetween biological electromagnetic dynamics and a structured vacuum governed bytwo scalar fields: the gravitational conformal field ε(x) arising in scalar–tensor grav-ity, and the electromagnetic vacuum structural field η(x) associated with nonlinearand fractal vacuum electrodynamics. Conscious experience is proposed to emergefrom stable phase-locking between neural electromagnetic rhythms and vacuum elec-tromagnetic patterns (VEPs), whose structure is modulated by ε and η. The modelunifies geometric scaling, vacuum fluctuation structure, phase resonance, and neuralfractal dynamics into a single descriptive theory, generating testable predictions forneural coherence, phenomenology, and altered states.
