Genehmigungsverfahren für Tierversuche – aktuelle Bestandsaufnahme und Handlungsbedarfe

Abstract

Wissenschaftlicher Fortschritt in der biologischen und biomedizinischen Forschung ist unentbehrlich, um die Gesundheit und den Wohlstand unserer Gesellschaft zu sichern. Wissenschaftliche Tierversuche leisten dazu einen wesentlichen Beitrag. Die gesetzlichen Genehmigungsverfahren für Tierversuche stellen sicher, dass in jedem Forschungsprojekt die hohen tierschutzrechtlichen Anforderungen eingehalten werden. Jedoch sind die Verfahren verbreitet mit stetig steigenden administrativen Anforderungen und mangelnder Rechts- und Planungssicherheit verbunden. Dies hat erhebliche negative Auswirkungen auf den Wissenschaftsbetrieb. In ihrer Stellungnahme appelliert die Senatskommission an die zuständigen Ministerien und Behörden, Maßnahmen zur Beschleunigung und Harmonisierung der Genehmigungsverfahren, zur Reduzierung des bürokratischen Aufwands und zur Beseitigung von Rechtsunsicherheiten zu ergreifen. Scientific progress in biological and biomedical research is indispensable for safeguarding the health and prosperity of our society. Scientific animal experiments make an essential contribution to this. The legal authorisation procedures ensure every research project complies with the strict standards of animal welfare legislation. However, these procedures are increasingly burdened by growing administrative demands as well as legal and administrative uncertainties. This situation has significant negative impact on the progress of scientific research. In its statement, the Senate Commission appeals to the responsible ministries and authorities to accelerate and harmonize the authorisation procedures, to reduce bureaucratic burden and to eliminate legal uncertainties.
