Under visionary leadership, Assam has emerged as a governance pioneer in India's Northeast, leveraging its strategic location and cultural heritage to achieve remarkable reforms. This policy framework proposes the Assam Secure and Smart Governance Mission (ASSGM) to institutionalize and scale successes in land recovery, narcotics control, and educational modernization. Through eight integrated interventions combining AI-driven technology, community participation, and economic incentives, the ASSGM aims to create India's first preventive governance ecosystem. With a 2847 crore investment over five years, it targets a 70 percent reduction in land encroachments, 60 percent faster judicial processes, and sustainable development, positioning Assam as a national and global model.
