
This report maps scholarly publishing on the island of Ireland. It documents publishers on the island and assesses the readiness of Irish scholarly publishers to transition to open access (OA) publishing. It also examines their knowledge of the practices, needs, challenges and opportunities of Diamond Open Access. PublishOAThe report is a deliverable of the PublishOA project, co-led by the Royal Irish Academy (RIA) and Trinity College Dublin’s Long Room Hub (TLRH), which aimed to evaluate the feasibility of establishing a centralised, publicly owned Diamond Open Access publishing platform for Irish scholarly publishing. Diamond OA refers to a model where journals and platforms do not charge fees to authors or readers.The Irish Government’s National Action Plan for Open Research 2022–2030 has set an objective that ‘by 2030 Ireland will have implemented a sustainable and inclusive course for achieving 100% open access to research publications’. The National Open Research Forum (NORF) is leading the implementation of the action plan, and in 2022 the forum funded six projects to support Ireland’s open-access landscape, including PublishOA.
