
In the study a bioenergy cluster is proposed to be formed in the Lviv region. The suggestion is based on a triadic approach to identifying clusters (proximity, complementarity, interconnectedness). A set of measures aimed at the cluster’s economic justification and institutional support is also substantiated. It is justified that the formation of the cluster and other clusters is effective if there is a unified cluster strategy for the development of the region. The goal of such a strategy is to create conditions for attracting innovative projects to the region, increase competitiveness by expanding the number of cluster associations and their members, and develop the information infrastructure of the regional economy. Not only does the implementation of this set of measures give a chance for the survival of the regional association in the conditions of the war but it also allows to lay a reliable foundation (legislative, infrastructure, personnel, resources) for the future innovative development of the regional economy.
