The trade unions as an actor in policy in Latvia

Abstract

The theme of the given master’s work is „The Trade unions an actor in policy in Latvia”. In turn, the aim of the current work was to perform a comprehensive study and evaluation of the activity of labour unions in Latvia from year 1991 till year 2009, as well as to forecast its’ possible development. In frames of the current master’s work the author has put forward the question of the study: “What is the role of trade unions in Latvia?” Nowadays, the role of trade unions in Latvian society and politics is comparatively small. In this case Sweden can serve as an example - about 80% of its’ residents are representatives of some trade union. In Latvia only one in five is a member of a trade union. The situation with trade contracts is especially hard in Latvia. In comparison with „old” EU member-countries, where on average about 75% of employed residents have trade contracts, in Latvia this figure reaches only 30%. As a conclusion, the reasons of decrease of a number of trade unions’ members is an atomism of trade unions; lack of information about the activity of labour unions in the country; relation of labour unions to a soviet times structures; the policy of employers, which is turned against labour unions, etc.

Pēc Latvijas neatkarības atjaunošanas arodbiedrības biedru skaits Latvijā ievērojami samazinājās. To izraisīja ne tikai atbrīvošanas no pagātnes, ekonomikas vispārējā lejupslīde, bezdarbs, bet arī psiholoģiskie faktori. Maģistra darba ietvaros autore izvirzīja izpētes jautājumu: Kāda ir arodbiedrību loma Latvijā? Mūsdienās arodbiedrību loma Latvijas sabiedrībā un politikā ir salīdzinoši neliela. Kā, piemēru šajā gadījumā varētu minēt Zviedriju, kur apmēram 80% iedzīvotāju ir kādas arodbiedrības pārstāvji. Latvijā tikai katrs piektais ir arodbiedrības biedrs. It īpaši Latvijā ir slikta situācija ar darba koplīgumiem. Salīdzinājumā ar „vecajām” Eiropas Savienības dalībvalstīm, kurās ar darba koplīgumiem ir nosegti vidēji 75% nodarbināto, Latvijā šis rādītājs ir tikai 30 %. Tika secināts, ka arodbiedrību biedru skaita samazināšanās cēloņi ir arodbiedrību sadrumstalotība; informācijas trūkums par arodbiedrību darbību valstī; arodbiedrību saistīšana ar padomju laika struktūrām; darba devēju politika, kas tieši vērsta pret arodbiedrībām u.c.
