Abstract

Health, a service area, directly affects the lives of people and society, contributes to the quality of the labor factor and as a whole, impacts on the economic performance through the investment, employment and production. These direct and indirect effects, requires knowledge of the level of efficiency of hospitals which are the analysis of the health sector enterprises that make up the value issues. State hospitals are institutions using public funds. Knowledge of this resource, as well as how efficiently those used in spite of the increasing number of private health institutions will contribute to the determination of the efficiency of health policies more.In this study, as a whole, productivity analysis of the hospitals affiliated to the Ministry of Health which designated by the Ministry of Health in Turkey Classification of Regional Units for Statistics (CRUS) was based on data envelopment analysis approach. Number of beds in the evaluation of efficiency analysis of regions, the number of specialist physicians and general practitioners used as input variables such as the number and the number of operations, the number of patients treated in the outpatient clinic and Number of Days was used as output variables. This analysis aimed at providing health care services of regions which is done at the regional level efficiency of resource allocation and performance measurement activities.?Key Words : Health, Hospital, Productivity, Efficiency analysis, Data Envelopment Analysis

Sağlık, bir hizmet alanı olarak; insan ve toplum yaşamını doğrudan etkilemekte, emek faktörünün kalitesine katkı sağlamakta ve yatırım, istihdam ve üretim yoluyla bir bütün olarak ekonomik performansı etkilemektedir. Bu dolaylı ve doğrudan etkiler, analize değer konular oluşturan sağlık sektörünün işletmeleri olan hastanelerin verimlilik düzeylerinin bilinmesini zorunlu kılmaktadır. Devlet hastaneleri kamu kaynağı kullanan kurumlardır. Bu kaynağı ne kadar verimli kullandıklarının ve sayıları artan özel sağlık kuruluşlarına karşın verimliliklerinin bilinmesi sağlık politikalarının belirlenmesine katkı sağlayabilecektir.Bu çalışmada Türkiye?de Sağlık Bakanlığı tarafından belirlenmiş İstatistiki Bölge Birimleri Sınıflaması (İBBS) bölgelerindeki Türkiye Cumhuriyeti Sağlık Bakanlığı?na bağlı hastanelerin bölgesel olarak verimlilik analizleri Veri Zarflama Analizi yaklaşımına göre yapılmıştır. Verimlilik analizi değerlendirilmesinde bölgelere ait yatak sayısı, uzman hekim sayısı ve pratisyen hekim sayısı gibi değişkenler girdi; yapılan ameliyat sayısı, poliklinikte tedavi gören hasta sayısı ve yatılan gün sayısı çıktı değişkenleri olarak kullanılmıştır. Bu analizle bölgesel düzeyde kaynak kullanım etkinliği ve performans ölçümü yapılarak bölgelerin sağlık hizmeti sunma etkinliklerinin ortaya konulması amaçlanmıştır.Anahtar Kelimeler : Sağlık, Hastane, Verimlilik, Verimlilik Analizleri, Veri Zarflama Analizi
