Abstract

The importance given to the occupational health and safety has increased with Industrialization in the world and our country,in this case a different standard has been created to protect continually improving and to provide occupational health and safety in organizations. (OHSAS 18001 ? TS 18001) Occupational Health and Safety Management System.The most important stage of this management system is to determine the risks. Making risk assessment at the workplace is both a legal obligation and very important in terms of business and economics. Making risk assesment has been made mandatory with the relevant articles of the business law no 4857 which is the basic law about occupational health and safety issues in our country.The large financial losses have occurred as a result of work accidents and occupational diseases occurring in workplaces. There are several methods of risk analysis. Failure Mode and Effect Analysis (HTEA) is a method that is to ascertain the errors and dangers in the system without causing any accidents and to make them betterby starting from the top priority of them. In this study, the issues of the importance of occupational health and safety, risk management, error type and effect analysis handled, the risk assessment is made with FMEA (Failure Mode and Effect Analysis) in a business, 197 pieces risk factor is identified and the improvement suggestions are made to 166 pieces of them and 112,07, which is ROS (Risk Priority Number) average, has been reduced to 51,72. Furthermore, the accident frequency and weight rates belonged to the business has been calculated and the comparisons of them have been made with previous years.

Dünyada ve ülkemizde sanayileşme ile birlikte iş sağlığı ve güvenliğine verilen önem artmış, bu kapsamda kuruluşlarda iş sağlığı ve güvenliğinin sağlanması ve sürekli iyileştirerek korunabilmesi için ayrı bir standart oluşturulmuştur (OHSAS 18001 ? TS 18001) İş Sağlığı ve Güvenliği Yönetim Sistemi.Bu yönetim sisteminin en önemli ayağı risklerin belirlenmesidir. İşyerinde risk değerlendirmesi yapmak hem yasal bir zorunluluk hem de işletme ve ülke ekonomisi açısından oldukça önemlidir. İşyerlerinde meydana gelen iş kazaları ve meslek hastalıkları sonucu büyük maddi kayıplar meydana gelmektedir. Ülkemizde iş sağlığı ve güvenliği konusundaki temel yasa olan 4857 sayılı iş kanununun ilgili maddeleriyle de risk analizi yapılması zorunlu hale getirilmiştir.Risk analizinin birçok yöntemi vardır, Hata Türü ve Etkileri Analizi (HTEA)'da sistemdeki hataların, tehlikelerin kazaya sebebiyet vermeden tespit edilmesini ve en öncelikli olandan başlayıp iyileştirilmesini sağlayan bir metoddur. Bu çalışmada iş sağlığı ve güvenliğinin önemi, risk yönetimi, hata türü ve etkileri analizi konuları ele alınıp bir işletmede FMEA (Failure Mode and Effect Analysis) ile risk değerlendirmesi yapılıp 197 adet risk unsuru tespit edilip 166 tanesine iyileştirme önerileri getirilmiştir ve 112,07 olan RÖS (Risk Öncelik Sayısı) ortalaması 51,72 ye düşürülmüştür. Ayıca işletmeye ait kaza sıklık ve ağırlık oranları hesaplanıp geçmiş yıllar ile karşılaştırmaları yapılmıştır.
