Análisis potencial del río Magdalena como alternativa de transporte y facilitador en el comercio exterior colombiano

Abstract

El análisis del transporte interior para los puertos marítimos de Cartagena, Barranquilla, Santa Marta y Buenaventura demuestra que el transporte fluvial podrá contribuir al sistema general de transporte combinado, sólo si existe una completa integración dentro del concepto logístico de los despachadores, embarcadores, y la industria. Esto, no obstante, requiere de una compensación en costos, en relación con las desventajas inherentes del sistema, tales como baja densidad, mayores tiempos de transporte y mayor manejo en los puertos, al igual que costos adicionales de acceso a los puertos. No hay duda que los potenciales de transferencia carretera - río pueden lograrse solamente si se logra ofrecer un servicio completo de transporte de carga, especialmente de contenedores, a niveles competitivos en costo, tiempo y calidad. De no ser así, la única oportunidad para el transporte fluvial sería la inexistencia de competencia de transporte por carretera (como la situación actual de monopolio en el transporte de hidrocarburos desde Barrancabermeja hacia Cartagena). Deberá analizarse en detalle cuáles equipos estarán disponibles en los puertos fluviales. El tipo y el tamaño de los equipos dependen de los estimativos de la demanda. Las condiciones necesarias para un buen funcionamiento de los terminales son puentes-grúa para contenedores, y condiciones flexibles de logística del terminal en relación con los centros de acopio y de almacenamiento requeridos.
