Abstract

Yaşadığımız yüzyılda değişim etkisi kuşkusuz her alanda farklı yeniliklerle etkisini göstermektedir. Sağlık sektörü de değişimin yaşandığı sektörlerden biridir. Sağlık alanında hasta algı düzeyindeki değişiklikler, hastaların memnuniyet düzeyleri ve kaliteli hizmet beklentileri politika yapıcıları yeni arayışlara yönlendirmiştir. Bu alandaki uygulamalardan biri de kamu hastanelerinin ve yöneticilerinin performanslarının değerlendirilmesidir. Performans yönetimin etkinliğini de ölçmede kullanılan ölçütlerden biridir. Kamu hastanelerinin performansını ölçen yöntem kurumsal karne yaklaşımını içermektedir. Bu model, kamu hastanelerinin performansını, tıbbi ve idari boyutlarda değerlendirmektedir. Bu çalışma kamu hastane birliklerinin kurulması ile yönetici başarısını ölçmeye çalışan performans yönteminin sağlık yöneticileri tarafından nasıl değerlendirildiğini anlamak amacıyla yapılmıştır. Sağlık yöneticilerinin performans ölçüm yöntemi hakkındaki görüşlerini değerlendirme amacına yönelik nitel araştırma yönteminden yararlanılmıştır. Sağlık yöneticilerinin performans ölçüm yöntemi değerlendirilmelerine göre başarı ve başarısızlık unsurları belirlenmiştir

The effect of change in the century we live is undoubtedly influenced by different innovations in each area. The health sector is also one of the sectors where change is experienced. The changes in patient perception level in health field, patient satisfaction levels and expectation of quality service have led policy makers to new quests. One of the applications in this area is the evaluation of the performances of public hospitals and managers. It is one of the criteria used to measure the effectiveness of performance management. The performance measurement method includes balanced score card approach. This model evaluates the public hospitals’ performances in management and medical dimensions. Qualitative research method was used to evaluate the opinions of healthcare managers about performance measurement method. This study was conducted in order to understand how health administrators assess the performance method that is used to measure the success of public hospitals and managerial success. According to the evaluation of health managers' performance measurement methods, success and failure elements are determined
