Caracterización de la protesta social 2016-2017

Abstract

La medición de la protesta social en Costa Rica la realiza el Programa Estado de la Nación (PEN) mediante el conteo anual de las acciones colectivas. Este conteo se realiza mediante la revisión total y exhaustiva de las ediciones diarias de La Nación y Diario Extra, y semanales del Semanario Universidad y La Nación.1 En ese sentido y de acuerdo con el Manual Metodológico del PEN (2016)2, se entiende por acción colectiva un evento que se limita a un mismo espacio-tiempo en el cual un grupo de personas expresa una (o varias) demanda, denuncia o reivindicación, a través de distintas formas, ante una entidad pública y/o privada. Esta ponencia pretende realizar un panorama general que describa las características de la protesta social en Costa Rica de enero 2016 a marzo 2017; y toma como insumo las ponencias de Guillén (2014, 2015, 2016).3 De las 376 acciones colectivas llevadas a cabo (323 sólo en 2016), se caracterizará los principales eventos de movilización ocurridos en el periodo de estudio. Asimismo, se identificarán las y los actores sociales más activos, las demandas que les movilizaron, las entidades a las que se dirigieron y los repertorios de acción utilizados con mayor frecuencia para manifestarse. Finalmente, se realizará un balance general de enero de 2016 a marzo del año siguiente.
