Abstract

Rapporten drøfter samhandlingen mellom forvaltnings-nivåene ved utskriving av institusjon og løslatelse fra fengsel. I dette vektlegges i særlig grad de legale rammene for samarbeidet mellom kommunene og institusjonene. Et spesielt fokus er på samhandlingsreformens avtaleverk. Studien drøfter faser i bosettingsarbeidet, og utfordringer knyttet til både horisontal og vertikal samhandling i forhold til å få til en helhetlig boligpolitikk for personer som har opphold i institusjon eller fengsel.
