Zelfstandigen in de thuiszorg

Abstract

In de wetgeving inzake de organisatie van thuiszorg is de laatste jaren veel veranderd. De wetgever richt zijn pijlen op meerdere doelen tegelijk: bescherming van de zorgvrager, efficiënte uitvoering van de zorg en faciliteren van zelfstandig ondernemerschap. Een recenter doel is het tegengaan van schijnzelfstandigheid. Dit nieuwe doel bedreigt de voorgaande doelen die net gehaald leken te zijn. In deze bijdrage wordt besproken welke wetswijzigingen de positie van zelfstandigen in de zorg de afgelopen jaren hebben geraakt. Kunnen alle doelstellingen in dit domein wel worden gecombineerd?
