Desenvolvimento endógeno e política regional

Abstract

Em matéria de desenvolvimento regional, os anos oitenta do pretérito século ficam marcados pela emergência do paradigma do desenvolvimento endógeno, que se consolida nos anos noventa. Pese essa importante evolução teórica, as chamadas políticas regionais entretanto implementadas aparecem fortemente tributárias do paradigma funcionalista precedente. È propósito desta comunicação situar a discussão sobre os termos da evolução necessária da política regional ou, melhor, das políticas de desenvolvimento regional, por forma a que passe(m) a tirar melhor partido do novo corpo teórico disponível. Para o efeito, recuperam-se aqui alguns estudos a que de algum forma estamos associados, para, a partir das ilações de política que daí se possam retirar, situar os termos do ajustamento a fazer em matéria de prática política e de protagonismo dos territórios concretos. As aplicações empíricas invocadas reportam-se, deliberadamente, a problemáticas sectoriais diversas, pretendendo-se daí inferir a medida em que as acções de política se oferecem transversais aos sectores e respectivos agentes.
