Abstract

La inclusión permanente de las mujeres en las fuerzas armadas brasileñas comenzó en 1980 y continúa hoy, con mujeres oficiales y personal alistado femenino incorporándose continuamente a nuevos roles en la milicia. Esta investigación examina el estatus de agencia de las militares brasileñas y de la creación de las mujeres militares que resultó del proceso de expansión de la inclusión de las mujeres en la organización masculina de las fuerzas armadas, considerando específicamente si fueron afectadas por la participación del grupo de mujeres de las fuerzas de mantenimiento de la paz en MINUSTAH. El análisis considera la inclusión de las mujeres en las fuerzas armadas en el contexto internacional, el proceso realizado en Brasil y sus factores sociales propios, y la inclusión de las mujeres brasileñas en las fuerzas armadas en relación con la participación del Brasil en las misiones de mantenimiento de la paz de la ONU. Estos temas se analizan a través de la investigación bibliográfica de la teoría de agencia y estructura y el género como estructura, la inclusión de las mujeres en las fuerzas armadas brasileñas desde la Segunda Guerra Mundial hasta la actualidad y de la participación de las mujeres en las fuerzas armadas en el contexto de la Resolución 1325 de la ONU y la agenda Mujeres, Paz y Seguridad. El enfoque de estos temas en el contexto de la MINUSTAH se basa en gran medida en tres entrevistas originales con mujeres oficiales del Ejército que participaron en la MINUSTAH como miembros del contingente de fuerzas de paz brasileñas. La hipótesis planteada es que la introducción inicial de las mujeres en nuevos espacios de las fuerzas armadas facilita su participación actual, que de otro modo podría estar prohibida, pero complica su condición de agencia en la organización militar que valora la violencia y la masculinidad.

The permanent insertion of women in the Brazilian armed forces began in 1980 and continues until today, with female officers and enlisted personnel continuously being incorporated into new roles in the military. This research examines the condition of agency of Brazil’s female military members and the construction of the female military professional that have resulted from the process of expanding the inclusion of women in the masculine organization of the armed forces, specifically considering whether these were affected by female military peacekeepers’ participation in MINUSTAH. Analysis includes consideration of the insertion of women into the armed forces in the international context, the process undertaken in Brazil and societal factors particular to the Brazilian case, and women’s inclusion in the Brazilian military in relation to its participation in United Nations peacekeeping missions. These questions are analyzed via bibliographical research of agency/structure theory and gender as a structure, the insertion of women into the Brazilian armed forces from World War II until present day, and female military participation in the context of UN Resolution 1325 and the Women, Peace and Security agenda. In the context of MINUSTAH, analysis is based in large part on three original interviews with female Army officers who participated in MINUSTAH as part of Brazil’s deployed peacekeeping force. The hypothesis considered is that the initial insertion of women into new spaces and specialties within the armed forces in the context of the Women, Peace and Security agenda facilitates their participation, which may otherwise be prohibited, but complicates the women’s condition of agency in the military organization which values violence and masculinity.

A inserção permanente de mulheres nas forças armadas brasileiras começou em 1980 e continua até hoje, com as militares brasileiras continuamente sendo incorporadas em novos papeis e áreas militares. Esta pesquisa examina a condição de agência das militares brasileiras e a construção da militar mulher que resultaram do processo de expansão da inclusão de mulheres na organização masculina das forças armadas, especificamente considerando se foram afetadas pela participação das peacekeepers militares na MINUSTAH. A análise inclui a consideração da inserção de mulheres nas forças armadas no contexto internacional, o processo realizado no Brasil e os fatores sociais particulares ao caso brasileiro, e a inclusão de mulheres nas forças armadas em relação à participação do país nas missões de paz da ONU. Estas questões são analisadas via pesquisa bibliográfica da teoria de agência e estrutura e o gênero como uma estrutura, a inserção das mulheres nas forças armadas brasileiras desde a Segunda Guerra Mundial até o presente, e a participação de mulheres nas forças armadas no contexto da Resolução 1325 da ONU e a agenda de Mulheres, Paz e Segurança. A abordagem destas questões no contexto da MINUSTAH se base, em grande parte, em três entrevistas originais com oficiais mulheres do Exército que participaram na MINUSTAH como membras do contingente de peacekeepers brasileiros. A hipótese considerada é que a inserção inicial de mulheres nos espaços novos nas forças armadas facilita sua participação, que fora isso poderia ser proibida, porém complica sua condição de agência na organização militar que valoriza a violência e a masculinidade.
