Ethnic conflict in Northern Syria

Abstract

Suriye'deki çatışmaların yoğunlaşması ile etnik ve mezhepsel ayrışmanın artması, Suriye toplumunun parçalanmasına neden olmuştur. Bu durum ülkede var olan Kürt sorununun ivedi şekilde ele alınmasını zaruri kılmıştır. Bu tez çalışması, Suriye'de var olan çatışmanın etnik temelli boyutunu, kurumsal teori ve siyasi önderlerin kitleleri mobilize etme açıklamaları çerçevesinde ele almaktadır. Çalışma ayrıca etnik çatışma ve toplumsal çözülme nedenlerini tanımlamaktadır. Siyasi ve kurumsal bağlamda sürecin bu boyuta evrilmesine neden olan birtakım faktörler vardır. Kürtlerin devlet kurumlarından uzaklaştırılması, siyasi katılım haklarının ellerinden alınması, ekonomik mahrumiyet ve kültürel ayrımcılık bu faktörlere örnektir.Kürt etnik kimliğinin milliyetçi bir çehreye dönüşümüne bu faktörler katkıda bulunmuş ve etnik ayrımcılığı güçlendirmiştir. Ayrıca siyasi önderlerin etnik dili kullanarak kitleleri harekete geçirmesi de bu sonuca etki etmiştir.Diğer yandan Kürt elit tabakasının Kürt topluluklarını siyasi içerikli etnik kimlik ve çeşitli bölgelerde hegemon güç olma maksadıyla mobilize etme gücü, Kuzey Suriye'de etnik temelli çatışmaların patlak verme olasılığını arttırmaktadır.

With the intensification of the conflict in Syria and the increasing ethnic and sectarian division and fragmentation of Syrian society, addressing the Kurdish question has become more urgent. This thesis examines the ethnic conflict in Syria within the framework of institutional theory and the political entrepreneur's approach. It also identifies the causes that led to the emergence of the ethnic conflict and social fragmentation. I argue that a number of institutional and political factors such as the exclusion of Kurds from the institutions of the Syrian state, the denial of political participation, economic deprivation, and cultural discrimination have facilitated the rise and politicization of Kurdish ethnic identity, as these factors reinforce the discourse of ethnic intolerance and make it easy for political entrepreneurs to mobilize the masses on an ethnic basis. Moreover, the Kurdish political elite's ability to mobilize Kurds for ethnic political identity and dominance in an ethnically diverse region increases the potential for ethnic conflict to erupt in northern Syria.
