If we take into account the three pillars of BRICS cooperation (political and security, financial and economic and cultural or people-to-people cooperation), the latter has received less attention from the academic community. In this article, we propose to define it by establishing its evolution and that of its topics throughout the BRICS Summits. Theoretically, we position ourselves in the anthropology of the State to maintain as a hypothesis that Chinese governance has strongly influenced the weighting of cultural and people-to-people cooperation as a way to strengthen the bloc, since it allows it to include in its dynamics actors and practices that , despite not being strictly state, work towards the state's objectives. Methodologically, we carried out a content analysis of the Summit declarations from the period 2009-2023. We conclude that Chinese cultural diplomacy in the BRICS promotes a strengthening of cultural and people-to-people ties as a basis for subsequent joint political and economic agreements.
