Pobreza en el NOA: Una aproximación multidimensional

Abstract

Este trabajo analiza en profundidad la problemática de la pobreza en la Región del Noroeste Argentino (NOA). Esta región, junto con el NEA, presenta históricamente los índices de pobreza más altos de Argentina. El estudio de la pobreza se realiza con un enfoque multidimensional y se incluyen cinco dimensiones: Educación, Vivienda, Servicios básicos, Estándar de vida y Empleo y protección social. A partir de los datos obtenidos de la EPH, para el período 2013-2017, se aplica la metodología propuesta por Alkire y Foster para la medición. Luego, se modela la tasa de incidencia de la pobreza multidimensional a través de un modelo con variable binaria, lo que permite identificar los factores subyacentes a los niveles de pobreza observados en el NOA. Los resultados obtenidos señalan que las principales privaciones de la región se encuentran en las dimensiones estándar de vida y empleo y protección social. Se evidencian disparidades entre las provincias en las condiciones habitacionales y acceso a servicios básicos de la población. Además, se encuentra que la probabilidad de ser pobre aumenta significativamente en los hogares con un jefe que no posee empleo formal.

This paper analyzes in depth the problem of poverty in the Northwestern Region of Argentina. This región, together with the Argentine Northeast Region, has historically the highest poverty rates in Argentina. The study of poverty is carried out with a multidimensional approach. Five dimensions are considered: Education, Housing, Basic services, Standard of living and Employment and social protection. The methodology proposed by Alkire and Foster is applied based in the data obteined from the EPH. Then, the incidence rate of multidimensional poverty is modeled through a binary variable model, which allows knowing the underlying factors of poverty in this región. The results obtained show that the main private in the region are in the standard of living and employment and social protection dimensions. There are disparities between the provinces in the population's housing conditions and access to basic services. Furthermore, it is found that the probability of being poor increases significantly in households with a head who does not have a formal job.
