Hacia una Ley Nacional de Asistencia Social

Abstract

En Argentina, fundamentalmente durante la última década, se han suscitado prolíficos debates en torno del sistema de política social posconvertibilidad. Numerosos estudios han ofrecido análisis pormenorizados sobre transformaciones demográficas, cambios en los esquemas del cuidado, metamorfosis del mercado de trabajo, nuevos debates y desafíos puestos por los estudios feministas y descoloniales, entre otras aristas, y su relación con los sistemas de protección social. En el campo específico del Trabajo Social argentino, los últimos años han visto revitalizarse la discusión en torno de la dimensión asistencial de la intervención y la necesidad de problematizar la asistencia como práctica válida y como campo privilegiado de intervención, de cara a situar su discusión en el terreno de los derechos sociales. Toda esta línea de análisis coloca sobre el tapete el dilema central de la asistencia social: ¿se trata de atender la mayor parte de las necesidades de los sectores pobres o de menores ingresos; o se trata de atender una parte de las necesidades de toda la población? En otras palabras, ¿la asistencia social atiende a los sectores identificados como pobres o brinda un conjunto de prestaciones sociales a toda la población en función de problemas sociales construidos y reconocidos como tales, independientemente de la posición en la estructura social?
