Movimientos sociales de resistencia a reformas previsionales neoliberales: El caso del “Frente de Personas Mayores” de la Argentina durante el gobierno de Mauricio Macri (2015-2019)

Abstract

A raíz de las reformas previsionales neoliberales impulsadas e implementadas durante el gobierno de Mauricio Macri en el período 2015-2019, emerge el Frente de Personas Mayores, como movimiento de adultos/as mayores en resistencia a las mismas. A partir de un análisis cualitativo de entrevistas en profundidad realizadas a los y las principales referentes de las organizaciones que conforman el Frente de Personas Mayores, describimos el origen, objetivos y principales formas de acción y demandas del movimiento, para luego reflexionar, desde la perspectiva del Pensamiento Decolonial, en una de las aristas de estas formas de resistencia, a saber, los conocimientos que emergen de la lucha contra un proyecto previsional que se impone como único y justo camino para alcanzar el bienestar de los adultos/as mayores. En esta línea, encontramos que, junto con los objetivos de derogación de la reforma previsional, de defensa de los derechos de las personas mayores y de ser reconocidos como sujetos políticos, está la lucha por construir un concepto de vejez que rompa con la cultura hegemónica del ?abuelo/a? o ?pasivo?, en tanto esta definición los/as excluye de participar e incidir en los espacios de poder y de toma de decisión sobre cuestiones que los afectan. En este sentido, la lucha del Frente de Personas Mayores, es también una pelea porpasar de una concepción binario-excluyente que los reduce al ser abuelo/a, pasivo/a, y al pobre abuelito/a, a una concepción pluridiversa que, entre otras cosas, los/as reconozca y visibilice como sujetos/as políticos.

In the context of neoliberal pension reforms promoted and implemented during the government of Mauricio Macri, between 2015- 2019, the “Frente de Personas Mayores” emerges, as a movement of older adults in resistance to these reforms. From a qualitative analysis, based on interviews with the main referents of the organizations that belongs to the “Frente de Personas Mayores”, we describe the origin, objectives and main forms of action and demands of the movement, and then reflect, from the perspective of the Decolonial Thought, in one of the edges of these forms of resistance, namely, the knowledge that emerges from the fight against a pension project that is imposed as the only and just way to achieve the well-being of older adults. Along these lines, we find that with the objectives of revoke the pension reforms, defense of the rights of the elderly and being recognized as political subjects, there is the struggle to build a concept of old age that breaks with the hegemonic culture of the “Grandfather”, because this definition excludes them from participating in and influencing the spaces of power and decision-making on issues that affect them. In this sense, the fight of the “Frente de Personas Mayores” is also a fight to move from a conception that reduces them to be a grandfather, a passive, and a poor grandfather, to conception that, among other things, recognize them and make them visible as political subjects.
