Críticas al modelo de construcción de ‘paz liberal’ en contextos posconflicto en el África Subsahariana

Abstract

Con el fin de la Guerra Fría, las políticas internacionales de construcción de la paz se orientaron a promover en los contextos posconflicto (una gran parte de ellos, en el África Subsahariana) una determinada concepción de la paz. Este modelo, denominado «paz liberal» porque se basa en las ideas (neo)liberales occidentales dominantes de democracia representativa, economía de mercado y resolución de conflictos (formal, estatal y no basada en la transformación del conflicto), se ha convertido actualmente en hegemónico. En este artículo analizo algunas de las principales críticas realizadas a este modelo de construcción de paz en su implementación en el África Subsahariana: primero, su carácter (neo)colonizador, dirigido a proteger los intereses occidentales; segundo, la existencia de contradicciones internas en aspectos como la democracia o los derechos humanos; tercero, su naturaleza técnica y neutra, considerada exenta de connotaciones políticas, económicas o de género; cuarto, su pretendida uniformidad y homogeneidad, y quinto, la representación de los países africanos como contextos que deben ser «salvados» y sin agencia local.

Este artículo es resultado de la labor del autor en el Grupo de investigación sobre seguridad humana, desarrollo humano local y cooperación internacional (2016-2021) del sistema universitario vasco (IT1037-16).
