Abstract

Este documento trata de cómo la cultura de seguridad ha incidido directamente en la administración del riesgo debido a la ausencia de la misma dentro de las organizaciones, generando en las actividades establecidas por las empresas un detrimento en los sistemas de gestión enfocado a los riesgos inherentes de los procesos, por lo cual las políticas, los procedimientos y protocolos establecidos por la organización no son realizados dentro de un contexto de seguridad empresarial. Las empresas tienen el objetivo de evitar a toda costa la materialización de eventos relacionados con el riesgo de sus operaciones, estos eventos acarrean afectaciones operacionales, reputacionales y legales, que inciden en la estabilidad y continuidad del negocio, por esta razón en el aspecto de la cultura recae en conductas que afectan estos objetivos entre ellas la omisión de actividades, la corrupción, el conflicto de intereses, la rutina, la ausencia de un monitoreo y control o la distracción de los mismos funcionarios en las actividades encomendadas. A través del tiempo se han establecido sistemas de mejora continua, dentro de ellos algunos enfocados en la evaluación y administración de los riesgos; sin embargo, en las “Normas y Metodologias” ya establecidas, no se contempla un factor clave de éxito, como lo es una cultura de seguridad fortalecida. Este ensayo tiene como objetivo identificar y proponer una metodología para establecer y fortalecer el nivel de cultura de seguridad dentro de las organizaciones, con el fin de que le permita a la organización disminuir la probabilidad de la materialización de eventos de seguridad.

This document deals with how the safety culture has had a direct impact on risk management due to the absence of it within the organizations, generating in the activities established by the companies a detriment in the management systems focused on the inherent risks of the processes, for which the policies, procedures and protocols established by the organization are not carried out within a business security context. Companies aim to avoid at all costs events related to the risk of their operations, these events involve operational, reputational and legal effects, which affect the stability and continuity of the business, for this reason in the aspect of culture falls into behaviors that affect these objectives including the omission of activities, corruption, conflict of interest, routine, the absence of monitoring and control or the distraction of the same officials in the activities entrusted. Over time, continuous improvement systems have been established, including some focused on the evaluation and management of risks; however, in the established "Norms and Methodologies", a key success factor is not considered, as is a strengthened safety culture. This essay aims to identify and propose a methodology to establish and strengthen the level of safety culture within organizations, in order to allow the organization to reduce the likelihood of the occurrence of safety events.
