Abstract

En nuestra sociedad todo comienza con el consumo. La realidad demuestra que, a mayor nivel de desarrollo económico, las sociedades tienden a ser más consumistas. Y una sociedad consumista es una sociedad que precisa de muchos recursos, que, en su gran mayoría, se extraen del medio ambiente que nos rodea. Es decir, el consumo afecta al medio ambiente, y casi siempre de una manera negativa. El modelo de licenciamiento en nuestro país por medio de la aplicación de términos de referencia, refleja que la situación ambiental actual es resultado de la evolución histórica del sistema de producción capitalista y la creación de normas sin tener en cuenta la realidad de nuestro ámbito cultural y de conciencia ambiental desde las escuelas y entes educadores, que como decía Marx se basa en la producción generalizada de mercancías que provienen de la explotación de los recursos naturales de una manera absurda y sin un control verdadero del gobierno nacional. Por esta razón en el presente documento se realiza la evaluación teórica de los términos de referencia enmarcados en una visión netamente normativa y se proponen modificaciones a la normatividad principal ambiental. In our society everything starts with consumerism. The reality is that the higher economic development level, the societies tend to be more affluent. And a consumer society is one that requires a lot of resources, which, mostly, are extracted from the environment around us. For that, consumerism affects the environment, and almost always in a negative way. The licensing model in our country by the application of reference terms reflect the current environmental situation is the result of the historical evolution of the capitalist system of production and the creation of standards regardless of the reality of our cultural environment and environmental awareness from schools and academic entities, as Marx said that based on the generalized commodity production coming from the exploitation of natural resources in an absurd manner without real control of the national government. Therefore in this paper it’s made from the theoretical evaluation of the reference terms framed in a purely normative vision and it proposes some modifications done to the main environmental regulations.
