Abstract

Com a criação da Zona Euro e a introdução da moeda única, os Estados-Membros perderam a sua soberania no que diz respeito à política monetária e cambial. Com a adoção do mercado único, em 1992, estas jurisdições haviam já perdido a sua política aduaneira. Assim, a única política macroeconómica que os decisores políticos dos países desta união dispõem para aumentar a sua competitividade face a outros Estados-Membros é a política fiscal/orçamental. Em Portugal, o debate político nos últimos anos tem incidido sobre a política fiscal, mais concretamente sobre o nível de fiscalidade suportado pelas empresas que operam no país, em relação às taxas de imposto sobre o rendimento das empresas, visto que, Portugal tem vindo a perder competitividade económica, tal como demonstrado pelo estudo desenvolvido pelo International Institute for Management Development, Portugal caiu nove posições no ranking de competitividade económica mundial, desde 2018, com destaque para a política fiscal e práticas de gestão como as áreas de maior preocupação. O presente trabalho tem como objetivo estudar de que forma é que a taxa de imposto sobre o rendimento das empresas afeta o desempenho macroeconómico dos países, em específico o seu Produto Interno Bruto (PIB). Neste sentido recolheram-se dados compreendidos entre 1999 e 2019 relativamente aos países da Zona Euro, e construiu-se um modelo de regressão para analisar como é que estas variáveis se relacionam. Adicionalmente, considerou-se relevante estudar de que forma a taxa de imposto sobre o rendimento das empresas influencia cada uma das componentes do PIB (investimento, consumo privado, consumo público e exportações líquidas). As conclusões do presente estudo apontam para uma associação negativa entre a taxa de imposto sobre o rendimento das empresas e o PIB per capita, assim como uma associação negativa entre a taxa de imposto sobre o rendimento das empresas e as componentes investimento, consumo privado e consumo público.

With the creation of the Eurozone and the introduction of the single currency, Member States lost their sovereignty regarding monetary and exchange rate policies. With the adoption of the single market in 1992, these jurisdictions had already lost their customs policy. As a result, the only macroeconomic policy available to the policymakers of the countries of this union to increase their competitiveness against other Member States is the fiscal policy. In Portugal, the political debate of the last years has focused on fiscal policy, more specifically on the level of taxation borne by companies operating in the country, in relation to the Corporate Income Tax (CIT) rates, since Portugal has been losing economic competitiveness, as shown by the study developed by the International Institute for Management Development, Portugal has fallen nine places in the world economic competitiveness ranking since 2018, with tax policy and management practices being the areas of greatest concern. The aim of this paper is to study how the CIT rate affects countries’ macroeconomic performance, specifically their Gross Domestic Product (GDP). To this end, data was collected between 1999 and 2019 for the Eurozone countries, and a regression model was built to analyse how these two variables are related. In addition, it was considered relevant to study how the CIT rate influences each of the GDP components (investment, private consumption, public consumption, and net exports). The conclusions of this study point to a negative association between the CIT rate and GDP per capita, as well as a negative association between the CIT rate and the investment, private consumption and public consumption components.
