Rede urbana e competitividade em economia aberta

Abstract

Com o presente texto pretende-se realizar uma reflexão em torno da adaptabilidade dos modelos tradicionais (Christall e Losch) para interpretar o comportamento das redes urbanas em economia aberta. Procura-se identificar as condições de competitividade susceptíveis de permitirem às cidades, afirmarem-se como criadoras de riqueza, num mundo caracterizado por relações de economia aberta e de crescente concorrencialidade. Em relação ao quadro de reflexão tradicional, os seus pressupostos são objecto de modificação significativa. Altera-se a natureza do relacionamento de cada uma das cidades com o seu espaço envolvente e aumenta a sua dimensão, que deixa de ser o espaço regional ou nacional, para passar a ser o espaço internacional. Neste novo enquadramento, as cidades da nova rede veem-se obrigadas a enfrentar um ambiente de competitividade, que desconheciam no modelo teórico anterior, estabelecendo relações horizontais com cidades de diferentes hierarquias. O modelo tradicional só parcialmente consegue cobrir as novas realidades. A tentativa de formulação de um novo paradigma toma-se um imperativo. Procura-se reunir e explicitar elementos susceptíveis de configurarem esse novo paradigma. Vão-se buscar elementos à analise de redes (network analysis) sem dispensar alguns elementos do paradigma anterior. Sugere-se uma síntese dos dois modelos através da incorporação de elementos retirados da Teoria Geral dos Sistemas.
