A crescente impermeabilização dos solos de Lisboa tem gerado problemas cada vez mais sérios em relação á gestão da água pluvial. Nos invernos da atualidade as cheias e inundações paralisam a cidade e põem em risco vidas humanas. Investigando os sistemas hídricos e a estrutura verde da metrópole percebe-se que ambas estas forças devem-se aliar para criar uma cidade mais equilibrada. Lisboa também se carateriza atualmente por viver uma crise de habitação bastante impactante que tem vindo a pôr em risco o direito à cidade. A falta de articulação entre algumas zonas da capital, nomeadamente a zona de Chelas, também contribui para esta problemática. Olhando para a zona da Avenida Almirante Gago Coutinho como o cúmulo do encontro destes problemas em Lisboa propõem-se uma arquitetura que resolve a desarticulação urbana, a acumulação de água e a carência de habitação. Através da potencialização das zonas verdes da Avenida desenham-se caminhos pedestres que articulam a cidade consolidada (Alvalade) e a cidade esquecida (Chelas), e implantam-se bacias de retenção de água. Em articulação com essas zonas verdes implantam-se dois edifícios de habitação coletiva que permitem ao utilizador autonomia para desenhar a sua casa, de forma a devolver às pessoas o direito sobre o espaço. Acima de tudo, este trabalho pretende responder as questões: O que é uma cidade?; Para que serve a arquitetura?; O que deve ser a habitação coletiva?; Em que lugar intervir?; A quem pertence a arquitetura?; Qual a solução?.

The increasing waterproofing of Lisbon’s soils has generated increasingly serious problems in relation to rainwater management. In today’s winters, floods paralyze the city and put human lives at risk. By investigating the water systems and the green structure of the metropolis it becomes clear that both forces must combine to create a more balanced city. Lisbon is also currently characterized by a very significant housing crisis that has put the right to the city at risk. The lack of coordination between some areas of the capital, namely the Chelas area, also contributes to this problem. Looking at the Avenida Almirante Gago Coutinho area as the culmination of these problems in Lisbon, an architecture is proposed to solve urban disarticulation, water accumulation and the lack of housing. Taking advantage of the green areas of the Avenue, pedestrian paths are designed that link the consolidated city (Alvalade) and the forgotten city (Chelas), and water retention basins are implemented. In articulation with these green areas there are two collective housing buildings that allow users autonomy to design their homes, giving them back the right to space. Above all, this work aims to answer the questions: What is a city?; What is architecture for?; What should collective housing be?; Where to intervene?; Who owns architecture?; What is the solution?.
