The purpose of this document is to provide the basis for designation of Camden, Burlington and Gloucester Counties as an Areawide Waste Treatment Management Planning Area and the Delaware Valley Regional Planning Commission as the Planning agency, pursuant to Section 208 of the Federal Water Pollution Control Act Amendments of 19&2.Water quality and agency factors (see Table of Contents for an explanation) that support designation are summarized below. The format that follows this summary conforms to that in the "Area and Agency Designation Handbook" dated December 19&4 and distributed by the Environmental Protection Agency.The report discusses: impairment or preclusion of desired uses within and outside urbanized areas, preservation and protection of water quality, complexity of water quality control, and factors that support agency designation.
