L'objectif de l'article est d'aborder de manière cohérente et conceptuelle, ce qui s'est passé dans la municipalité de Santiago de Cali entre avril et juin 2021, avec des approches théoriques et conceptuelles autour de la protestation et de la mobilisation sociale ; la méthodologie est qualitative encadrée dans l'analyse documentaire et numérique, qui mettent en évidence les faits et les actions du gouvernement sur le territoire de Caleño. La conclusion est que le réseau conduit à la consolidation des commentaires pour une base d'histoire critique, d'analyse juridique et de permanence de la protestation sociale en tant que droit et exercice démocratique d'un État Social Droit

El objetivo del artículo, es aborda de manera coherente y conceptual, lo sucedido en el Municipio de Santiago de Cali entre abril-junio del 2021, con planteamientos teóricos y conceptuales alrededor de protesta y movilización social; la metodología es cualitativa enmarcada en el análisis documental y digital, que evidencien hechos y acciones del gobierno en el territorio caleño. La Conclusión es que el entramado lleva a la consolidación de comentarios para una base de historia crítica, análisis jurídico y permanencia de la protesta social como derecho y ejercicio democrático de un Estado Social Derecho

The objective of the article is to address in a coherent and conceptual way what happened in the Municipality of Santiago de Cali between April-June 2021, with theoretical and conceptual approaches around protest and social mobilization; the methodology is qualitative framed in the documentary and digital analysis, which evidence facts and actions of the government in the territory of Cali. The conclusion is that the framework leads to the consolidation of comments for a basis of critical history, legal analysis and permanence of social protest as a right and democratic exercise of a Social State.

الهدف من المقال هو معالجة ما حدث في بلدية سانتياغو دي كالي بطريقة متماسكة ومفاهيمية بين أبريل ويونيو 2021، مع مناهج نظرية ومفاهيمية حول الاحتجاج والتعبئة الاجتماعية ؛ المنهجية مؤطرة نوعيًا في التحليل الوثائقي والرقمي، والتي تثبت حقائق وأفعال الحكومة في إقليم كالي. والاستنتاج هو أن الإطار يؤدي إلى توحيد التعليقات على أساس التاريخ النقدي والتحليل القانوني ودوام الاحتجاج الاجتماعي كممارسة حق وديمقراطية للدولة الاجتماعية.
