
Abstrak. Outsourcing merupakan salah satu bentuk strategi yang umum diterapkan oleh perusahan-perusahaan konstruksi guna meminimalkan pengeluaran-pengeluaran yang tidak efektif bagi pembiayaan tenaga kerja yang jumlahnya berfluktuasi sesuai dengan jumlah proyek yang diperoleh dan dikerjakan perusahaan. Makalah ini membahas upaya untuk mengetahui kemungkinan adanya pola khusus outsourcing yang diterapkan oleh perusahaan kontraktor dan konsultan Informasi mengenai adanya berbagai pola outsourcing diperoleh melalui survei dua tahap yang melibatkan perusahaan yang melakukan outsourcing serta tenaga yang direkrut melalui mekanisme outsourcing tersebut. Meski terdapat beberapa persamaan, pada dasarnya outsourcing yang dilakukan oleh perusahaan kontraktor berbeda dengan apa yang dilakukan oleh perusahaan konsultan. Jika perusahaan-perusahaan kontraktor cenderung menekankan aspek kuantitas, dalam menerapkan outsourcing perusahaan konsultan cenderung untuk lebih menekankan pada aspek kualitas. Perbedaan tersebut tampak antara lain pada latar belakang, paradigma dan mekanisme penetapan besaran bonus yang berbeda dalam menerapkan outsourcing. Abstract. Outsourcing is a strategy commonly applied by construction companies to minimize ineffective labor expenses due to the fluctuation of number of projects obtained and executed by the construction companies. This paper discusses an attempt to determine whether there is an effective outsourcing pattern specifically implemented by construction contractors and consultants. Information on different outsourcing schemes are acquired through two-steps survey involving respondents from contractor and consultant companies, as well as the outsource. Despite their general similarities, in principle contractors and consultant companies are employing different outsourcing patterns. Contractors tend to focus on quantitative aspects whilst consultants are more interested in qualitative aspects of the outsource. These differences are reflected, among others in the background, paradigm as well bonus payment mechanism in applying outsourcing.
