Abstract

Este artigo tem como objetivo analisar as implicações do Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério (FUNDEF) e do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (FUNDEB) para a ampliação de convênios/parcerias entre o Poder Público e instituições privadas para oferta de vagas na educação infantil. Como procedimento teórico-metodológico recorreu-se a contatos telefônicos direto com os gestores municipais para coletar informações sobre as parcerias/ convênios, levantamento e análise bibliográfica. A análise dos dados se deu de forma qualitativa. O artigo evidencia que durante o período de vigência do Fundef (1998-2006) o número de convênios entre o setor público e a esfera privada aumentou, tendo em vista que esse fundo privilegiava o ensino fundamental e impedia a utilização de recursos constitucionalmente vinculados à manutenção e desenvolvimento do ensino em outras etapas de ensino que não a do fundamental. Constatamos ainda a predominância dos tradicionais convênios com instituições sem fins lucrativos, mas um aumento considerável de convênios/ parcerias com instituições com fins lucrativos.
