Derechos de las mujeres en la agenda legislativa

Abstract

El presente artículo tiene como propósito identifcar los elementos que favorecen la incorporación de una agenda legislativa a favor de las mujeres, a partir de los datos que proporciona la Asamblea Nacional en Ecuador. Se trata de un tema relevante frente al estudio de la representación sustantiva ya que permite analizar el impacto de la presencia de mujeres en espacios de toma de decisión, así como las condiciones institucionales y políticas que favorecen el debate y aprobación de leyes relacionadas con los derechos de las mujeres. Se trata de un estudio descriptivo que se desarrolla a partir de una base de datos inédita donde se observa los proyectos de ley que se han debatido en la legislatura ecuatoriana desde el año 1979 hasta el 2007, clasifcándolos en razón del partido político proponente, la temática, el nivel de aprobación y las alianzas legislativas. Entre los principales resultados destaca el bajo índice de propuestas de ley a favor de las mujeres (1,4%), además, la mayoría de este tipo de propuestas han sido iniciativas individuales generadas desde partidos de derecha, han registrado un nivel de aprobación superior al 40%. Sobre el tema partidista destaca el rol de los partidos que controlan las mayorías parlamentarias, así como las alianzas construidas por las mujeres legisladoras frente a temas de género e igualdad.
