
Frecuentemente se suele confundir los conceptos de democracia ideal y democracia real. Por este motivo, el propósito de este artículo es establecer las diferencias entre democracia ideal y democracia real. Se describe los principales índices que se emplean para medir el grado de desarrollo de la democracia y se devela que los mismos son utilizados por organizaciones no gubernamentales en contra de los países que ejecutan políticas alternativas a las neoliberales. Finalmente, se propone crear un nuevo índice de desarrollo de la democracia a través de los organismos electorales que integran la UNASUR, que, de manera objetiva, refleje las nuevas condiciones económicas, políticas y sociales imperantes en América Latina.
