Abstract

This article analyzes changes proposed by the Law No. 14.026/2020 on Brazil’s National Basic Sanitation Policy (Law No 11.445/2007) that could bring implications on hydrosocial territories related to sanitation services, especially water access, in the State of Sao Paulo, from 2013 to 2020.We considered the strategies employed by local and regional water and sanitation companies in four case studies located in the municipalities ofGuarulhos, Ubatuba, Ilhabela and Sao Paulo. The possible implications were analyzed regarding the principle of the creation of new scalar configurations, from the scalar politics perspective. The article explores how the current hydrosocial territories configured in the State of Sao Paulo results from the excersise of power and activities related to the provision of water andsanitation services by the State’s water and sanitation utility,a mixed capital company, and analyzes how shifts in legislation could reorganize the hierarchical relations of access and power over water in the region.
