Abstract

En el actual Congreso Nacional de Brasil las mujeres representan el 16.83% de las 594 personas parlamentarias. En el Senado Federal, la representación descriptiva es de 16.05% de mujeres frente al 83.95% de hombres. El objetivo de esta investigación es describir y analizar la composición por género de los bloques legislativos y evaluar en qué medida la actuación de la bancada femenina en el Congreso brasileño, en la legislatura 2019-2023, se rige con criterios de género. Este estudio explora cómo votaron las legisladoras durante el proceso de reforma de la seguridad social presentado en el primer año de gobierno de Jair Bolsonaro. La pregunta que busca responder la investigación es si el factor determinante del ejercicio del voto de las legisladoras en el presente estudio de caso fue su género o la orientación político-ideológica de sus respectivos partidos políticos. Centrado en cuestiones de género desde la perspectiva del neoinstitucionalismo feminista, explora la representación descriptiva y sustantiva femenina en la política para identificar los posibles conflictos entre la presencia de las mujeres y la agenda que ellas defienden. Los resultados de la investigación sugieren que la actuación política de las mujeres no es tan predecible como cabría suponer y que, por lo general, no está directamente relacionada con su género.
