Participatory and Responsible Policy-Design for Smart Cities, Transport and Energy: Guidebook

Abstract

The present document is a guidebook to support policy-makers involving citizens in designing policies related to technology sectors. It proposes a five-phase methodology that was implemented and piloted in the RRI2SCALE project. The document is directed to policy-makers and policy advisors at all levels, mainly at the local and regional levels ones. It is also directed to other project consortia interested in the RRI2SCALE approach. It can be used as a guide to implement the five-phase methodology or adopt particular incorporated tools, such as the Delphi method, the Scenario Exploration System, and the monitoring and evaluation framework. Within all sections of the current document, real-life examples from the RRI2SCALE project are provided, as well as hints & tips and suggestions for sources to which the reader can refer for further information. We envision this Guidebook to provide inspiration for other regions and project consortia that wish to adopt the RRI2SCALE approach.
