Emissioni marittime di CO2 nello Spazio Economico Europeo

Abstract

In conformità al Regolamento UE 757/2015, tutte le navi con stazza lorda superiore a cinquemila tonnellate e porti di scalo nello Spazio Economico Europeo (SEE) devono monitorare, comunicare e verificare (“monitoring, reporting, and verification” - MRV) le proprie emissioni di anidride carbonica. I dati sono pubblicati con aggregazione annuale dall’Agenzia Europea per la Sicurezza Marittima mediante il sistema THETIS-MRV. In questo lavoro sono stati utilizzati dati MRV dei primi quattro anni (2018-2021) per tutte la flotta SEE (circa 12mila navi). E’ stato quantificato l’uso dei vari sistemi di monitoraggio delle emissioni consentiti dalla normativa MRV, trovando che le misure dirette di CO2 sono ancora pressocche' inutilizzate. Inoltre sono stati valutati la riduzione ed il rimbalzo nel livello di emissioni negli anni 2020 e 2021. Mediante un test non parametrico, sono state evidenziate: riduzioni statisticamente significative per quasi tutte le categorie di navi tra il 2019 ed il 2020; rimbalzi robusti tra il 2020 ed il 2021 per navi che portano passeggeri; ulteriori riduzioni per petroliere e navi che portano gas liquefatto e prodotti chimici. Tale risultato richiede ulteriori investigazioni in congiunzione con altri tipi di dati. Il sistema THETIS-MRV offre una promettente base di dati per comprendere l’andamento delle emissioni di CO2 dell’industria marittima in Europa.
